The EERI/PU Student Chapter was established on May, 2002. Its foundation was
greatly due to the dedication of enthusiastic and committed individuals such as
Mr. Baki Ozturk -former member and founding president-, Professor Mete A. Sozen,
and Professor Julio A. Ramirez. The continuous efforts of these individuals made
possible the foundation of this EERI Student Chapter with such a large number of
members. This Student Chapter has been privileged with a most generous monetary
donation from Professor Mete A. Sozen, which has allowed not only the start but
the continuation of the activities of the Chapter. Constitution of
the EERI/PU Student Chapter
As required by the Earthquake Research Institute (EERI) and Purdue University
(PU) authorities, a Constitution for the Student Chapter was submitted and
approved before its foundation. Following sections summarize the main points of
the Constitution. A full copy of the 7-page document may be downloaded here. The
Constitution of the EERI/PU Student Chapter has a Preamble, eleven Articles an a
section of Bylaws:

The
objective of the chapter is to encourage and inform the students in reducing
earthquake risk by advancing the science and practice of earthquake engineering
by improving understanding of the impact of earthquakes on the physical, social,
economic, political and cultural environment, and by advocating comprehensive
and realistic measures for reducing the harmful effects of earthquakes.

| Section 1: |
The name of this organization shall be the Earthquake Engineering Research
Institute – Purdue University Student Chapter here after referred to as the
EERI/PU Student Chapter and shall be affiliated with the Earthquake Engineering
Research Institute – Great Lakes Chapter. |

| Section 1: |
The purpose of the EERI/PU Student Chapter shall be the
dissemination of knowledge of the theory and practice of all phases of
earthquake engineering and other related fields as well as the furtherance of
the professional development of the student. |

| Section 1: |
Regular or active Membership shall be
limited to the students of Purdue University, Purdue University staff, faculty,
and alumni are eligible for adjunct membership, which means they do not vote or
hold office. |
| Section 2: |
Membership shall include student members of
EERI - Earthquake Engineering Research Institute. |
| Section 3: |
Membership and participation are free from
any form of discrimination based on race, religion, color, sex, age, national
origin or ancestry, marital status, parental status, sexual orientation,
disability, or status as a disabled or Vietnam-era veteran. |
| Section 4: |
The advisors shall be members of the
Earthquake Engineering Research Institute and full-time faculty members at
Purdue University. |
| Section 5: |
The advisors are non-student members of the
organization, with all rights and privileges therein, except for the right to
vote or hold office. This statement ensures that the advisor is covered under
the Purdue University's general liability policy when the advisor is
participating in student organization events. |
| Section 6: |
Upon request of four or more Regular
Members, any member may be expelled by a 2/3 affirmative vote of Regular Members
present at a regular meeting. The member to be expelled must be notified two
weeks in advance of this vote. |
| Section 7: |
Only Regular Members will have the right to
vote and hold offices. |

| Section 1: |
The officers of the EERI/PU Student Chapter
shall be President, Vice-President, Secretary, and Treasurer. These four
officers constitute the Board of Directors of the Chapter. A faculty
member will serve as the Faculty Advisor to the student chapter. |
| Section 2: |
In order to be eligible for election to office,
a candidate must be a Regular Member of the EERI/PU Student Chapter. |
| Section 3: |
Nominations for officer positions will be
accepted at the meeting prior to the last meeting of the school year. The
election of the officers will then take place in the month of March of each
year. |
| Section 4: |
The term of office shall be one academic
year starting and ending on the first day of each fall semester. |
| Section 5: |
For election to office, the candidate must
receive a majority of the votes. If no candidate receives the required number on
the firs ballot, the candidate with the lowest number of votes shall be dropped
from the list and a new ballot taken; this procedure being repeated until one
candidate receives a majority. |
| Section 6: |
Each candidate can run for only one officer
position. A regular member can vote on only one candidate for each officer
position, or may choose not to vote on any of the candidates at all for an
officer position. |
| Section 7: |
Only Regular Members in good standing are
authorized to vote. The officers to be elected each school year are: President,
Vice-President, Treasurer, and Secretary. The same member cannot be elected more
than two terms of office for the President position. |
| Section 8: |
The Board of Directors shall consist of all
the elected officers of the student chapter. |
| Section 9: |
The Board of Directors shall have the power
to transact all business it deems necessary. |
| Section 10: |
A faculty advisor must be designated for the
EERI/PU Student Chapter by a majority vote of the Board of Directors as required
by article IV, section 14. |
| Section 11: |
The faculty advisor shall oversee all
activities of the Chapter, hold meetings with the officers as necessary to
discuss the progress of the Chapter, approve all financial transactions the
Chapter, and serve as a university representative in official activities of the
Chapter. |
| Section 12: |
The Faculty Advisors shall be designated
for a two-year term commencing on the first day of the academic year. A vacancy
shall be filled by interim appointment for the unexpired term by the Board of
Directors. |
| Section 13: |
The secretary shall submit a list of the
student chapter officers and faculty advisor to the following: EERI National
Office, Dean of the School of Engineering, Head of the Department of Civil
Engineering, and Office of the Dean of Students. |
| Section 14: |
Honorary Faculty Member is awarded to
recognize EERI members who have made sustained and outstanding contributions to
the field of earthquake engineering and/or to the Earthquake Engineering
Research Institute and the pursuit of its objectives. Each recipient shall be
announced at the Annual Meeting of the EERI/PU Student Chapter and shall receive
a framed citation. |
| Section 15: |
If an officer is deemed deficient in
his/her duties, a 2/3 vote of members will be required for removal. |
| Section 16: |
The President shall appoint Regular Members
to fill any vacant positions in the Board of Directors. |
| Section 17: |
The first elected Board of Directors shall
begin working on finalizing the Constitution, complying with the requirements of
the EERI, and will form and appoint publicity, membership, funding, technical,
and social committees immediately after the election on April 2002. |

| Section 1: |
The President shall preside at all
meetings of the EERI/PU Student Chapter. He/She shall appoint all committees.
The President shall designate the time and place for all meetings of the EERI/PU
Student Chapter. He/She shall represent the EERI/PU Student Chapter at the EERI
meetings. He/She shall be the chairperson of the technical committee and the
funding committee. |
| Section 2: |
The Vice-President shall perform all
functions/duties and exercise the powers of the President in his/her absence or
disability, or at his/her request. He/She shall perform other duties approved by
the Board of Directors. He/She shall be the chairperson of the social activities
committee. |
| Section 3: |
The Treasurer keeps accounts, deposits the
Student Chapter's funds, and makes expenditures in a manner approved by the
Business Office for Student Organizations. He/She shall prepare and send the
required reports of chapter finances to the EERI National office. He/She shall
be the chairperson of the membership committee. |
| Section 4: |
The Secretary shall prepare minutes for all
meetings, keep an accurate record of the membership of the chapter, communicate
with EERI Great Lakes Chapter, and be responsible for the preparation of the
annual report to the Earthquake Engineering Research Institute. The secretary
shall keep a record of all activities of the student branch. He/She shall
prepare and send the required reports of all the chapter activities to EERI
Office and shall be responsible for all chapter correspondence. He/She shall be
the chairperson of the publicity committee. |
| Section 5: |
A complete annual report shall be prepared
in duplicate by the elected officers of the student chapter. This report shall
describe all the official activities of the chapter and officers. This report
shall be read to the student chapter before the time of elections. The secretary
shall forward one copy of the report to the National Office, and the second
shall be placed in the EERI/PU Student Chapter File. |

| Section 1: |
Dues shall be paid annually and shall be
in addition to the current national membership dues specified by EERI. Changes
in dues prices will require a majority vote of members in good standing. |
| Section 2: |
Dues are to be remitted at the beginning of
the academic year, payable to the EERI/PU Student Chapter. Associate members
will not be required to pay dues. |

| Section 1: |
There shall be the following committees:
Publicity Committee, Social Activities Committee, Membership Committee, Funding
Committee, and Technical Committee. |
| Section 2: |
Each committee shall consist of a Committee
Chairperson and the members appointed by the Chairperson. All Committee
Chairpersons and Members shall serve a term of year. |
| Section 3: |
The Publicity Committee shall be responsible
for giving each activity the proper advertisement. |
| Section 4: |
The Social Activities Committee shall be
responsible for organizing social events. |
| Section 5: |
The Membership Committee shall bring the
advantages of membership in EERI to the attention of all members and desirable
candidates for admission. |
| Section 6: |
The Funding Committee shall be responsible
for acquiring additional funding for activities and projects. |
| Section 7: |
The Technical Committee will be responsible
for acquiring information and advances in Earthquake Engineering at Purdue
University, and give them to the members. |

| Section 1: |
At least two regular meetings shall be
held during Fall Semester of the school year. During Spring Semester of the
school year, there should be at least two regular meetings and there will be
another meeting for the election in March of each year. |
| Section 2: |
The President may call special meetings, as
he/she deems necessary. |
| Section 3: |
Meeting announcements will be posted in
designated areas where posting is permitted and announced via e-mail. |
| Section 4: |
Meetings may be held with visitors present,
except in the case of expulsion. |
| Section 5: |
The meetings of the Purdue University EERI
Student Chapter will follow standard parliamentary procedure. |

The disbursement of funds must be authorized by the
President, the Treasurer, and the Advisor. |

This constitution may be amended by a
two-thirds vote of the members present at two consecutive meetings. |
| Section 2: |
All amendments to the constitution and
bylaws are subject to the approval of the Office of Dean of Students and may not
take effect until they are approved. |

A copy of this constitution and all
subsequent amendments shall be kept on file by the secretary. |

When in conflict, Purdue University's
policies will supersede the policies of the EERI/PU Student Chapter. |

Applications for membership shall be made to the
Secretary of the Chapter. |
| 2. |
Adoption of this constitution will require a
majority vote of the Regular Members. This constitution must be first approved
by Dean of Students at Purdue University and EERI before adoption can occur. |

Additional bylaws may be adopted with a majority
vote of regular members. |
