Consitution of HSA
Article I - Name
The name of this organization shall be The Hellenic Students
Association of Purdue University.
Article II - Purpose
The purpose of this Association shall be:
1. To promote fellowship among members of the Greek academic community.
2. To promote cultural, social and educational activities.
3. To foster a spirit of cooperation and concern about the Greek problems.
Article III - Definition of Membership
Section 1: Only Purdue University students are eligible for a regular
membership in the organization.
Section 2: Membership and participation are free from discrimination based
on race, religion, color, sex, age, national origin or ancestry, marital
status, parental status, sexual orientation, disability, or status as
a disabled or Vietnam-era veteran.
Section 3: Purdue University faculty and their spouses are eligible for
adjunct membership.
Section 4: For one to be considered a regular member, he/she has to attend
at least half of the meetings held that term.
Article IV - Officers
The Executive Committee (E.C.) of the Association will be composed of
the following elected officers:
(A) President,
(B) Vice-President,
(C) Secretary,
(D) Treasurer,
(E) Public Relations Officer.
Section 1: Any regular member of the Association satisfying the University
requirements can hold office.
Section 2: The officers are elected individually by the regular members
of the Association. Elections are called by the E.C. once a year within
the first two weeks of the Fall Semester.
Section 3: Accepting the nomination, any regular member will become an
officer if he/she has obtained fifty percent plus one (50% + 1) of the
votes.
Section 4: A faculty advisor is chosen by the E.C.
Article V - Officers and Duties
The duties of the E.C. and its members shall be as follows:
Section 1: The President will be the chairperson of the E.C. The office
of the President will be responsible for the external representation of
the Association.
Section 2: The Vice-President will assist the President, and in the absence
of the President will perform the duties of the latter.
Section 3: The Secretary will present the agenda, keep the minutes of
the meetings, and will be responsible for all correspondence.
Section 4: The Treasurer will collect all dues, and will be responsible
for presenting a report at the last meeting of his/her term. The Treasurer
shall keep accounts, deposit the Association’s funds, and make expenditures
in a manner approved by the Business Office for Student Organizations.
Section 5: The Public Relations Officer will be responsible for advertising
the events that will be held by the Association.
Section 6: The responsibility of the internal affairs of the Association
will be divided equally among the five officers of the E.C.
Section 7: Before leaving the office, the E.C. will give complete report
on the Association’s activities during their term.
Article VI - Amendments
Section 1: Modification of this Constitution will require at least three-quarters
of the votes of the quorum. In this case, at least two thirds plus one
(2/3 + 1) of the regular voting members will constitute a quorum. If there
is not a quorum present, a second meeting is called for the same reason,
and at that meeting the same percentage of the regular voting members
is needed in order to constitute a quorum.
Section 2: All amendments to the Constitution and bylaws are subject to
the approval of the Office of the Dean of Students.
Bylaws
1. Meetings may be called by the E.C. or by at least twenty percent (20%)
of the regular voting members.
2. The chairperson of the meetings is the first officer in the hierarchy
of the E.C. present at the meeting.
3. Fifty percent plus one (50% + 1) of the regular voting members present
on campus will constitute a quorum. A count to establish the quorum will
be taken at the beginning of the meeting.
4. The agenda will be proposed at the beginning of each meeting, and discussions
will be entertained only on the agenda.
5. No official meeting can be held during University vacation periods
or during the Summer session.
6. Decisions are taken by the E.C. The quorum must accept the decisions
of the E.C. If the decision is not accepted, the faculty advisor will
be consulted.
7. Regular dues are to be set at the first meeting of the year, and will
not be less than ten dollars ($10.00) a semester. Dues deadline will also
be determined at this time.
8. Only regular members who have paid dues hold voting privileges.
9. Adjunct members may vote only for decisions pertaining to cultural
activities, newspapers and periodicals.
10. Objections to the procedure by which a decision was taken by the Assembly
must be submitted to the E.C. within forty-eight (48) hours of the meeting.
If four fifths (4/5) of the E.C. decide that the procedure was anti-Constitutional,
another meeting is called.
11. The decisions of the Assembly are valid and executable forty-eight
(48) hours after the meeting has taken place.
12. Vacancies in the E.C. will be filled immediately after occurrence
by the E.C.
13. Any member who violates this Constitution shall be expelled by decision
of the Assembly.
The Constitution is signed by the President, the Dean of Students, and
the Advisor.
