The Solution:

I beleive I have a pretty understandable solution of what we can do to solve the conflict between people for and against helmets. It will also stop the confusion of the different laws in each state on motorcycle helmets because every state will have the same law. There were 4,778 people who died in a motorcycle accidnet.(5) Something needs to be done that most people can agree. I think my proposal can lean on both sides.

1. If the rider is under the age of 21 then he/she must always wear a helmet.
2. If the rider is above 21 and has kept a license for over 2 years then they should be able to chose weather they want to wear them around town, backroads and highways.
3. Finally, no matter what the age or eperience, the rider will always be required to wear a helmet on interstates. Interstates are busier , have higher speeds and the accidents can be more deadly. Wearing a helmet will decrease injury by 37&. If every state had these requirements than it should reduce accidents and it won't confuse riders who travel from state to state.
