Akane receives a text from someone to set up a meeting. Kougami joins her and thinks it's a trap. Which it is. He's stuck on a train with Akane's kidnapped friend. The Hunter's dogs meet them at the train station. Kougami is being hunted, but he's figuring it out. The old guy defends Akane's honor and Kougami calls them after finding the last piece of the transponder in the girls underwire....

They split up to find Kougami. Kougami finally gets his gun and half of the group finds him. We find out the Hunter has been a freak for a very long time. He and Kougami are having a duel... Kougami wins, a lot. Mastermind kidnaps the girl again. Akane goes to find the Mastermind while Kougami is being treated. They figure out who the Hunter was. Akane confronts Makishima. The Sibyl system doesn't catch him because he believes he is good. Makashima kills her friend because Akane couldn't kill him.

We get some of Yayoi's back story. She was a latent criminal in the jail and they were trying to recruit her for a case. She turned latent from listening to an unauthorized band. Yayoi helps them with the case and things go kind of wrong. The girl she was in love with from the band is in charge of the terrorist group. The gun wouldn't let her shoot, so the woman got away. She decided to become an enforcer afterward.

The lead Inspector, Ginoza, is in for therapy about his slightly rising crime Coefficient. He finds out from the boss that there are other people who don't register as criminals, 1 out of every two million. He receives orders to capture Makashima. Akane visits Kougami and they talk about the dead friend and capturing Makashima. Akane relives her memories to try and get a picture of Makashima. She recovers quickly from the shock. Ginoza's dad is the metal armed enforcer. They talk about Akane's ability to shake off bad thoughts.
