We’re given a glimpse into the future with two men fighting. Akane just got posted and now she’s on a case. There’s a hostage with the criminal and they need to stop him. She controls a unit of two “dogs”, who are latent criminals already to hunt down criminals. The guns are dominators and can either disintegrate or stun their targets. If Akane doesn't approve of the way the latents are operating, she can shoot them. The hostage situation is escalating quickly. The target is on stimulants, the Paralyzer doesn't work! Crime coefficients rise with stress, so the hostage can now be shot as well. Akane shoots one of the “hunters” to stop the confrontation and calms the hostage.

Akane is having difficulty adjusting to her new job and is unsure if she has taken the correct path. She asks for advice from a variety of people and they do a quick mission involving cute robot disguises. Akane decides to stay after talking with Kougami.

Talisman fortune-teller tells her not to trust the Kougami, but to face his true character. To understand him is to see the world as he does and your Psycho-pass would darken like his. The toilets been broken for two months, so we thought it was suspicious. Maybe he’s been murdered. They cut him up and flushed him down the toilet and tried to cover it up. The man worked as Talisman!?!?! They stalk him over the Commfields. She gets kidnapped by Spookie Boogie. He’s acting a little suspicious. I’ll challenge him to a duel says the kitty cat. They can detect her dominator and they are planning something. Spookie Boogie murdered in real life.

Spookie Boogie reappears… Clearly the person they’re hunting is very confident that he won’t get caught. Spookie Boogie is using different words, so it’s a different person. The suspects apartment has a bomb in it. They discover her body. There are a number of ghost avatars. Now they are looking for the criminal’s avatar. They find the suspect and go on the hunt. He has cracked the interior hollow. The older hunter uses fire spit to dismantle the illusion. The head criminal was just playing with him. They kill the murderer, but don’t know who he was talking too. Her partner gives her the file on his old file… who was Kougami.

Kougami is having nightmares about his last case as a handler. Ginoza is meeting with the head and is threatened about his his genetics (from his father) and crime coefficients. Akane hangs out with the younger kid and finds out that Ko's (Kougami) partner was killed by a murderer. Sasayama was killed during the case, but they never caught the guy. There's a creepy situation going on at a girls' school. The popular girl is learning secrets and killing girls. At the office, they are interrogating the suspect from the drone case. There is a mastermind behind everything who is providing the tools for murder.

The creepy murderer girl from last time has a vegetable father. The old killer has returned!? Kougami and his Inspector talk about the old case and the enforcer who died. Kougami has found out Makishima. The creepy girl is the daughter of the last suspect's accomplice. Too much stress treatments leads to terrible sickness. One of the other girls at the academy is actually a male spy in disguise. The creepy girl keeps grabbing new targets...

Creepy girl is talking to the mastermind. The team is trying to figure out how the suspect is getting the girls. Kougami already knows it's not the same killer. They go see a art expert who's also a criminal. They figure out who she is, but a teacher gets in the way. The mastermind is also a teacher, or part-timing as a teacher. The mastermind sends creepy girl to the dogs for being boring. And the Hunter finishes her off (the old guy who hums a lot...?) The mastermind finds Kougami fascinating.

They acknowledge the threat of the Mastermind. Some people are turning their entire bodies into cybernetics with the exception of the brain and nervous system. Kougami and Akane visit a professor Saiga. They think the Mastermind took classes on deduction and has lots of charisma. The hunter is the CEO for the cybernetics progression who also smokes pipes made out of the creepy girls bones. Mastermind and the Hunter decide who the next target is going to be. We find out Ginoza's father was a latent criminal, so he is watched closely.
