It may not contain furniture of any kind, nothing that protrudes from the wall further than 4 inches.

Every door connecting to it is a fire door that must be kept closed when nobody is around to close it in case of fire.

These are rules which for years have been ... unknown, not made clear...., and which have not been enforced.  But they are definitely rules and they are rather old rules in fact.  It seems that it has taken a long time for the proper communication to take place to cause at least one person in Chemistry to understand the issue and put it in writing.
