Chapter Constitution

Article I - Name

The name of this chapter shall be the Purdue Student Education Association.

Article II - Purposes

Section 1.  To develop among the students on our campus who are preparing to teach, a local education association, which offers its members all the opportunities, responsibilities, and privileges of associate membership in the National Education Association, the Indiana State Teachers Association, and the Indiana Student Education Association.

Section 2.  To develop a program designed to acquaint all students with the history, ethics, and program of the organized teaching profession, thus impressing upon them the importance of membership in professional organizations.

Section 3.  To provide members many opportunities for practical experience in working together in a democratic way on the problems of the community and the profession so that they may develop skills in cooperative action and leadership.

Article III - Qualification of Members

Section 1.  Membership and participation are free from discrimination based on race, religion, color, sex, age, national origin or ancestry, marital status, parental status, sexual orientation, disability, or status as a disabled or Vietnam-era veteran. Any interested students on this campus may, upon payment of dues as provided in the Bylaws, become a member of this Chapter and as an associate member of the National Education Association, the Indiana State Teachers Association, and the Indiana Student Education Association.

Section 2.  The Chapter shall annually renew its membership for the current school year between September 1 and August 31.

 Article IV - Officers

Section 1.  The elected officers of this Chapter shall consist of a President, Vice President, Secretary-Treasurer, Outreach Chair, and Publicity Director.

Section 2.  There shall be an Executive Board with executive powers only, which shall consist of officers. The sponsor(s) shall serve as ex-officio members of the Executive Board.

Article V - Nominations and Elections

Section 1.  The Election of officers shall be held during the December meeting.

Section 2.  Any member seeking an office shall submit a petition to be reviewed by the Executive Board.  These petitions shall be available from the Chapter sponsor(s) or the members of the Executive Board for determination of the slate of officers.  All officers need to be enrolled in or declared a major in Education in the College of Education or a Secondary Education program and maintain a minimum cumulative grade point average of 3.0.  Members shall petition for office up to three days prior to the election, at which time election nominations shall be closed. 

Section 3.  The final slate of officers shall be determined by the President, Vice President, and sponsor(s).  The slate shall be approved by the general membership at the December meeting.

Article VI - Meetings

Section 1 - Meetings of the Chapter shall be held monthly.  The president, with consent of the Executive Board and the approval of the sponsor(s), shall have power to change the date of the meeting.

Section 2.  Special meetings may be held at the call of the president, with the approval of the sponsor(s).  The meeting will be held as soon as the members can be contacted.

Section 3.  An Executive Board meeting shall be held prior to the regular monthly meeting.

Article VII - Rules for Amending 

Section 1.  An amendment to this Constitution may be submitted in writing at any meeting of the Chapter by any member in good standing.

Section 2.  The Executive Board shall act upon the proposed amendment(s).  If accepted by the Executive Board, their decision shall be submitted to the members of the Chapter for their approval.  The members shall vote upon the amendment as a whole.  Two-thirds majority of a quorum is required to adopt the proposed amendment (s) to the Constitution.

Section 3.  All amendments are subject to the approval of the Office of the Dean of Students.

BY-LAWS

Article I - Rules of Order

Robert's Rules of Order, Revised, shall be the Authority on all questions of procedure not specifically stated in this Constitutional By-Laws.

Article II - Qualifications and Duties of Sponsor(s)

Section 1 - The sponsor(s) shall be graduate students in the College of Education, members(s) of the staff or faculty of the College of Education, approved by the Dean of the College of Education and the Executive Officers.

Section 2.  The sponsor(s) shall act as advisor and consultant, and shall be ex-officio member(s) of the Executive Board, and all standing committees.

Article III - Duties and Terms of Officers

Section 1.  All officers shall take office the day following the December meeting and shall serve for one year.  In case a vacancy in an office occurs, it shall be filled with an appointment of a chapter member by the president with the approval of the Executive Board and the sponsor(s) (ex-officio). The person chosen shall serve in that position only to the end of the unexpired term.

Section 2.  It shall be the duty of the president to further the interests of the Chapter at all times; to preside over all meetings of the Executive Board; to attend all official meetings and functions where it is desirable or necessary for the Chapter to be represented.  The president shall appoint all committees not otherwise provided for, subject to the approval of the Executive Board, shall be an ex-officio member of all committees, and shall have no vote except to break a tie.  The president shall divide responsibilities among Executive Board members and committee members for each meeting and event.  In the event the president is unable to fulfill any of the above responsibilities, the officer next in line assumes the responsibility.  Officers next in line shall be the vice president, secretary-treasurer, outreach, and publicity director.

Section 3.  It shall be the duty of the vice president to assume the responsibility of the president as necessary; arrange monthly programs; plan and arrange the Purdue Student Education Association Conference during the fall semester; and attend State sponsored meetings with the president. 

Section 4.  It shall be the duty of the secretary-treasurer to record the minutes of each meeting and any other designated by the president; to be prepared at any time to give record of all past activities of the Chapter; to supervise the correspondence of the Chapter and issue all official notices as authorized by the president and the Executive Board; shall prepare and keep on file a correct list of the names and addresses of the Chapter members and its Executive Board; to collect all dues and other incomes due the Chapter; to arrange for payment of all bills legitimately incurred by the Chapter, shall keep a record of all business transactions of the Chapter and shall be prepared at any time to submit a complete statement of the financial standing of the Chapter.  The secretary-treasurer keeps accounts, deposits the organization’s funds, and makes expenditures in a manner approved by the Business Office for Student Organizations.   The secretary-treasurer is responsible for preparing and sending to the National Education Association, the Indiana State Teachers Association, and the Indiana Student Education Association current application forms and membership fees.  Prior to leaving office, the  secretary-treasurer with the secretary-treasurer-elect will present to the Executive Board at the first regular meeting following the election of major officers the budget for the coming year. 

Section 6.  It shall be the duty of the outreach chair to organize community service activities for our club to participate in.  This position is in charge of getting the members involved in the community with numerous opportunities.   

Section 7.  It shall be the duty of the publicity director to oversee activities of the publicity chair(s) who are responsible for preparing and posting notices of all meetings and functions.  The publicity director is responsible for sending emails through the listserv and the teached listserv to publicize meetings and events.

Article IV - Chapter Executive Board

Section 1.  The Chapter Executive Board shall expedite in every possible way the legislative and executive business of the Chapter.  It shall consider all matters presented for the attention of the Chapter between sessions, and shall make a report with recommendations at each meeting of the Chapter.  It shall also serve as an executive body in all matters delegated to it.  It shall meet at the call of the president as approved by the sponsor(s).

Section 2.  The Chapter Executive Board shall, at such time as designated by the Chapter, present a budget giving estimates of income and of regular necessary expenditures for the current year, which shall include a separate estimate for each committee.

 

Article V – Representation at the Indiana Student Education Association Representative Assembly

Section 1.  Any Chapter member wishing to run for state office at the Representative Assembly must complete a petition form and send it to the Indiana Student Education Association prior to the Representative Assembly.

Section 2.  Any Chapter member wishing to run for state office must have a cumulative grade point average (GPA) of 3.0 to be endorsed by the Chapter members, officers, and sponsors.

Section 3.  As elected officers, the president, vice-president, secretary-treasurer, outreach, and publicity director shall automatically serve as delegates from the Chapter for the Representative Assembly.  In the event that more delegates are allowed than the number of officers, the Executive Board shall send an open call for any member wishing to apply to be a delegate from the Chapter.  The Executive Board shall then select from the members who applied to fill the vacant delegate positions.

Article VI - Standing Committees

Section 1.  There shall be one standing committee for the website. This committee shall be chaired by the webmaster and is responsible for ensuring the information on the website is accurate and updated in a timely manner. 

Section 2.  Committees shall be formed at the discretion of the President and Executive Board.  Assignments are made for each specific committee, and the duties of each member cease with the completion of the activity or meeting on which they were working.  Any funding needed for a committee must be approved directly by the Secretary-Treasurer.  Purchases need to be made in accordance with the established system.

Section 3.  Activity reports including financial reports are to be submitted to the vice president at the conclusion of each activity.

Article VII - Dues and Charter Renewals

The annual dues for each member shall be determined by the Executive Board for the local Chapter plus dues specified by National Education Association, the Indiana State Teachers Association, and the Indiana Student Education Association.  All dues amounts are subject to corresponding changes with the National and State dues.  These shall be collected on unified basis (at one time) by the secretary-treasurer who shall send membership fees, collected to date, as directed on the current application and renewal forms.

 

Article VIII - Quorum

A quorum for all meetings of the Chapter shall consist of twenty-five percent (25%) of the members and a quorum of the Executive Board and all other committees shall consist of a majority of the members of the committees.

Article IX - Interpretation

Questions of interpretation of this Constitution shall be settled at a board meeting consisting of the Executive Board as defined in Article IV, Section 2 of the Constitution.  Their interpretations shall be held as final and entered as amendments to this Constitution.

 

Article X - Vacancies

Section 1.  Any elective officer may be removed from office for failure to carry out duties and responsibilities as defined in this Constitution: by a three-fourths (3/4) majority vote of the Executive Board in quorum session.  The person shall have no vote.

Section 2.  A vacancy occurring in any office shall be filled within two (2) weeks after the occurrence according to the procedures as provided in Article III, Section 1 of the By-Laws.

Section 3.  Any member of the Chapter who has been removed from office shall not be eligible to hold any office for the remainder of that scholastic year.

Article XI - Budget

Section 1.  The annual budget for the Chapter shall be submitted to the Executive Board according to the procedures outlined in Article III, Section 6 of the By-Laws.

Section 2.  After formulation of the final budget for the year, the administration of the allotted money shall be the duty of the Executive Board.  This body shall be responsible for control of the budget.

Article XII - Amendments

The By-Laws may be amended by two-thirds (2/3) vote at any regular meeting, provided notice in writing of the proposed amendment shall have been filed with the secretary and presented at the monthly meeting preceding the one at which it is to be voted upon.  Amendments are subject to approval by the Office of the Dean of Students.
